I also find Miles' decision to move Shepard to WR very baffling. Going into 2009, we were in desperate need of a playmaker at QB (we still are). Shepard was a 5* dual threat QB, who many scouts said was further along then Terrelle Pryor at the same point in high school.

He ran the ball very well out of the QB position the very few times we played him there. His talent was totally wasted from day one. We didn't even give him a legit shot at QB when good QB play was, and still is, a major problem.

Pryor was a worse passer in HS than Shep but his arm strength was never in question. His issue was technique which can be coached more easily than expecting an athlete to develop a QB's arm. A guy could work out his arm all day long everyday and still not build an arm that is capable of delivering a division 1 level ball for a pro style offense but another guy who cannot outlift most of the players on the team can somehow sling it 60 yards with ease. I don't know enough about sport science to figure out how a player develops this arm. I'm guessing Shep being 175 pounds coming out of HS doesn't help.
