Who invented this concern over "running up the score?"
When was it decided that teams shouldn't do this?

Whenever someone (losing fans) gripes about it.

Saints did absolutely the right thing. The score is 38-28 with like 3:30 left. Its a 2 possession game. The lions could score and recover an onside kick and the saints wouldn't get the ball back. Put it at 3 possessions and you ice the game. Good call

They were def not running up the score this last game. Lions have come back from deficits of 17 points or more multiple times and they were insurance points. If we wanted to "run it up" we would have made the game 52-28 instead of 45-28
