Sure. I don't know of any filters, articles, etc. but here's what I did...
I used a combination of photoshop & adobe illustrator. First I isolated my subject by erasing the background in PS. Then I moved it to AI and did a "live trace" in grayscale with a maximum of 8 colors. After adjusting the live trace settings, I recolored it, added the text and background color blocks and called it done.
(For the record- I'm not very proficient in AI so there may be a better way.)
