NO IT'S NOT!

The primary purpose of the BCS is to match the two HIGHEST RANKED teams, which are presumably the two MOST DESERVING.

There have been many times over the course of BCS history where the "second best" team got left out... and rightly so. Who the hell knows who's second best, anyway?

Who presumes that?

The purpose is to get #1 vs #2, how humans vote (whether on perception of who is better, or who is most deserving) is up to them.

Closer, but still not quite correct. The primary purpose of the BCS is to find out who the best team is. Matching the two highest ranked teams is just the means to that end. There are two assumptions underlying that, though. The first is that there is doubt as to which of the top two is the best. The second is that letting them play each other will erase that doubt when one of them wins. When they have already played, that doubt is, at least theoretically, erased, so there's no point in having them play again. So, the right choice would be to have two teams who haven't played each other already play each other to eliminate any doubt as to who the best team is.
