still pictures mean nothing when dealing with live action. The shots you would need would be the 3 or 4 frames before he hit the ground and the 3 or 4 frames after. Without all of those in stream, any still shots would be worthless.
Plus, if you HAD to go from that still. Looks like Williams has both hands on the ball. Without seeing movement (would need video for that) you have to assume possession and at the point of the receiver hitting the ground he is down, and tie goes to the receiver. But as I said before, stills are worthless in reviewing live action.
