Since the Big 12 formed, Baylor has 19 total conference wins. To put it in perspective, in that same timeframe (1996-present):
Arkansas has 50 (avg. just over 3/year)
Kentucky has 35 (avg. just over 2/year)
Mississippi State has 35 (avg. just over 2/year)
Ole Miss has 41 (avg. just under 3/year)
South Carolina has 54 (avg. 3.5/year)
Vanderbilt has 18 (avg. just over 1/year)
Vanderbilt only needs 2 more conference wins to top Baylor...and it took Baylor's only non-losing season in conference (2010) to top Vanderbilt

I don't think A&M will get any better then say Moo State, but they're not going to be UK/Vandy.
