Rouge, what is the rule and I wondering how it can be subverted. Is it the town or stadium? I know there are bowl games at Ford Field and Jerryworld and the Georgia Dome which are not used as fields for any college teams with the exception of once a year games.

ughh, no. Just no. That's the Super Bowl.

ETA: I'm pretty sure there aren't D-1 teams in Tampa, Charlotte, or Seattle

The Sugar Bowl is NOT in anyway associated with Tulane or the presence of Tulane in NOLA. But I guess you didn't know that.
