When you tug on the relief valve, you are getting a release of CO2, correct? At 25 psi it should blast out of the relief valve if tugged only slightly. I'm not sure why you aren't getting carbed at over double the pressure. Could be your regulator is defective and is giving a false reading of higher psi - or it could be a number of other things. What temperature are you carbing at?
Another option is to naturally carb in the keg. Add in sugar like you do for bottles. Just use 1/3 the amount of sugar.
And have you thoroughly checked everything for leaks? Take some soapy water and spray bottle and spray everything down to see if you get bubbles anywhere.

i've checked very thoroughly on all three kegs, and had them sent to the CO2 shop to be checked, my neighbor worked there.
i think i may have been keeping the temps around 45. would this be my problem? too cold?
