UT prez given power to make decisions only in staying with big 12

board of regents can only authorize move conferences.

Boren to BoR: We want to go to the PAC
BoR: You have been granted power

Powers to BoR: I don't know what the hell we are going to do.
BoR: Come back to us when you do.

Sounds like the regents and Powers are divided.
It actually looks like the regents will only allow him to stay because that is what they want.

That means Powers has the authority to negotiate on Texas’ path —- and take any action along those lines.

So Powers was given authorization, but the final decision rests on the BOR of Texas.
