Croakers are king when it comes to speck bait. the croaker is a natural enemy to the speck and they will hit them even when they aren't hungry.

This is a true statement in many books and fishermen but in my experiences, time in and time out I have seen mullet outfish croakers and I've caught bigger fish overall on the mullets. I've even had better luck with big pogies than croakers but they are a bitch to keep alive at times.

Maybe its where I fish, idk...........

I guess its personal preference but I would reach for a big pogie first, then a mullet then a croaker for big trouts
