Details on how much of the money is guaranteed haven't been released yet, but players who were picked near where Peterson went in the draft such as A.J. Green who went to the Bengals one pick earlier wound up with all 19.6 million dollars he received being guaranteed. It is possible that Peterson's contract will be fully guaranteed.

With the new rookie contract stucture most if not all of the contract will be 100% guaranteed for the 1st rounders.
