Web hosting site with a site builder?

I want to start a website for my small business (construction trade). I don't have the money right now to hire a web designer for a professional site. The site would be informational only, I wouldn't be selling any products online.
I'm looking for a site that offers a package that includes domain name, hosting, e-mail, a site builder, and tutorials, etc. to maximize my site's search engine performance.
I looked a Yahoo, but there are some bad reviews for them. I don't know if to believe the reviews, I think it could be all these hosting companies ragging on each other.
Any recommendations? Or advice?

ETA: Or Microsoft's Office Live. That's free and it's fairly popular with small businesses with needs like yours.

If you only want the basics go with something simple like weebly or squarespace. It should run you about $50-70/year + your $10 domain registration which could be included for free with your hosting. You can design you own basic site using their wizard.
Dreamhost is a great fully featured hosting solution but I doubt you need that. I pay $125 for a year of unlimited hosting and I'm running a half dozen domains that have 99% uptime. Godaddy will provide almost all the same service, I don't know what their costs are though.
You could easily setup and host your site for free if your not looking to have it be on its own domain. For example you could build your site for free on weebly and have the name be mycoolwebsitename.weebly.com

I've been using bluehost for four or five years as a test server and have been pretty happy with it.
