Isn't the SPL under the discretion of the British Home Office? If it is, then he'll need a year's worth of caps to reach the 75% of A team games that's the minimum for a permit. He's played in 12 of 22 games since 2010. It'll be 2012 before he's probably eligible.

ETA: I'm too lazy to find out what "A" team games he's played. He actually might be eligible if he continues to play in the GC, though not making the WC will probably move the possibility of a move till 2012.

A club can form a special request. Benny Feilhaber got one for Derby county. He needs the MNT time to justify a special request.
