Does anyone know how the LA budget crisis has affected in-home respite care?

I'm talking the kind that the government grants a disabled person/child or an elderly person x amount of hours of in-home respite care, which is basically having a low-paid, non-medical professional come to your house and help out. Typically, a kid with CP would get 90 hours a week of care, (means tested) and would get that through a licensed company.
How have these programs been impacted nationwide, and especially in Louisiana? Can anyone point me to some specific budget cuts? (I'm not looking to get political, here)

The budget over the last 2 years has been cut almost 50% w/ regard to hours for the elderly/disable Adults.
This is for the state of Louisiana and not a federal grant, hours reduced from 55 to a max of 32. This is a means need test.

Yeah, I'm in Louisiana. Which portions of the budget (HB-1) directly doles out money for respite care to the elderly and disabled?
Do people get federal grant hours AND state granted hours? I would assume they are not mutually exclusive.

eta: I dont think these type of expenditures have been cut on the state or federal level, but I didnt exactly pour over the data.
