Do you really think football culture in England is the same as it was in the 80's and early 90's? I highly doubt today's fans would resort to the same sectarian violence that those fans did (although I'm not saying it wouldn't happen occasionally).

I'm not in favor of it but I'm sure there's a safer approach that would arguably work. I'm open to hearing it, but until I do I'm opposed.

There's still a certain quorum amongst football fans that would be considered unacceptable in America. The vitriolic speech and choice of words is still pretty violent.

British football fans haven't been priced out of the stadiums quite like some make it out to be. There's still a very heavy working class element to football games, especially amongst the non-mega clubs.
