What's even worse is that won't stop every nut job from getting a gun.

Hell, the Arizona guy was arrested twice and rejected from the Army due to drug use, yet his charges were dismissed and nothing from the military records showed up. He was kicked out of college and told to get a mental evaluation but never did.

People are going to slip through the cracks no matter what you do.

If you tell them they can't buy guns, they'll buy a machete and hack 4 or 5 people to death.
If they can't do that, they'll find a gun somewhere else. Thugs sell guns on the street for cash with no background check all the time.
