The issue is regarding the use of the recruiting services, which I believe most schools do in fact use. I think the NCAA is likely investigating whether payments received are for legit services rendered such as:
providing video and summary breakdowns of every athlete/prospect in the areas that the recruit service operate. Such as a compilation of data of every single high school football player in Houston, TX, with video, stats, etc. Through which each schools scouting departments evaluate to look for lesser known prospects, at which time the school will send their scouts to evaluate the players in question. Providing unbias information/data on prospects to schools.
and not improper services such as:
advising prospects as to which school they should attend (steering)
Now for the grayist of gray areas....if the prospect contacts the recruiting service to ask about information about specific schools in order to determine which ones he wants to visit. Such questions could deal with facilities, quality of depth, academic issues, and cultural/demographic info for each school. Do the recruiting services answer the prospects questions to ease the recruiting process for them and if so is there a way to make sure the information is unbiased?
I also believe recruiting services do accept payment from prospects/families to promote their son/daughter to various schools in an attempt to find a scholarship opportunity. This process being important for lesser known/quality prospects.
