things changed because there isn't a new deal. Since free agency started in the NFL, after 4 or 5 years of NFL service you were a unrestricted free agent. When they failed to extend the CBA, and the last year of it started it changed 2 important rules 1) no salary cap 2) to be a unrestricted free agent you had to have 6 years of NFL service.
So guys like Moore who would have been unrestricted under the original rules became restricted. There is every reason to believe that a new CBA will revert back to the original rules meaning all players with 4 years will be unrestricted.
Even Peter King who has been little more than a mouthpiece for the owners on the CBA said in his Monday article
