Exactly, the key is USC's last couple of classes weren't full and they are under the 85 limit (didn't realize it was by 10, but i know they have room for some to count back).

In effect the Unrepentant Serial Cheaters are applying EE's to last year's class and so are spreading the 3 year restrictions over 4. Hopefully the NCAA will take offense to their 15 schollie limit being circumvented and use the appeal to revisit the McKnight issue and USC'S defiant response to the sanctions to increase the penalties. The infractions committee said at the time that there was a strong sentiment among them to make the sanctions even more severe. It has to gall some of them to see the first year of the sanctions essentially disappear.

There will be no increase in penalties, clown.

USC's response to sanctions was to fire the AD, improve the compliance department by adding more staff, and replacing the outgoing AD with Pat Haden. Haden is a Rhodes Scholar/Rose Bowl & National Championship QB and alumnus all in one. His MO is to win things the right way or not at all.
