Consensus on lottery hunts is if its brown its down. I don't think many people would be dissappointed if they put a forked or 3 on one side requirement in refuge wide. If they allow all the young bucks to get blasted 2x a year, there will never be any quality ones. They also need to cut back on the # of slots in each hunt for a year or skip one of the hunts one year. But as stated earlier, the feds would rather have bear than deer, and where there are bears, deer don't hang around.
