Satsuma branches not producing? WTD?

It is of Owari breed. Some branches are legit and are producing big time. Other branches shoot off those branches and, even though they are around 3/4ths of an inch thick and grow higher than the producing branches, just simply arent budding/producing.
They look like what I believe "rootstock" suckers would look like, except they do not have thorns like the rootstock have. The confusing thing is that they emanate from 2 to 4 feet up good, brown, producing branches.
What do i do with these branches?

how many trees do you have? Cause if you only have one, and there is no other one it is not going to get polinated by them little worker bees. No polination, no fruit.

The tree in question is an Owari. The one next to it is much smaller and is a Brown Select. The shoots coming off that are just growing real fast and high do not have thorns on them, like rootstock.
These are the only two citris trees I have. I just moved here, so I'm not sure on the history, but the Brown Select seems to have shrunk and gotten overtaken by some weeds while the Owari has fallen over from all the fruit it has on it. The shoots are coming the middle and straight up.
I think I'm going to just go ahead and cut them off. I am digging up all the weeds (just taking a break to make this post) and will be putting mulch all around it.

Interesting. All I have are the Owari and a small, dwindling Brown Select. They are right next to each other (touching).

We have 3 trees. Year before last, they produced NO fruit.Before then and since that year they were LOADED. Talked to a Nursery man about it and he said several people had the same problem. Don't know why.They are loaded again this year--thank goodness!

Does rootstock come out of good branches, or is it only supposed to come out of the bottom? What do i do with these branches?
Rootstock will produce ZERO fruit.
Clip them back now, as they are vampires sucking the life out of your tree.

You only need one tree, go to the back of the class. (self pollinating)

They will cycle season to season. Make sure you fertilize them according to the proper schedule.

Yeah. I've had satsumas at my old house that became full of seeds and bitter when I planted a Meyer lemon next to it. Apprently, they cross pollinated somehow.
I think this means you should keep the satsuma away from other citrus.. I am assuming it's okay to have an Owari right by a Brown Select.
