Regulations...red tape...delay...and a simple solution

The press clippings (real and "electronic") are replete with instances where bureaucratic red tape has interefered with and/or delayed some aspect of the mitigation efforts in relation to the spill. The most recent example is the A WHALE snafu.

It seems to me that in a situation like this the only question that needs to be asked in regards to whether something should be permitted/allowed/tried to fight the spill is:

Will it make the situation worse if it does not work?

If the answer to that is "yes," then you don't do it. If the answer to that is "maybe," then you ask more questions until you can answer the question "yes" or "no.". If the answer is "no," then there should be no other questions.

What!!!! Are you actually suggesting that the A Whale should have have been allowed to skim oil before form 666-RT had been completed? Don't u know that that papaer work is essential and without the proper ink on that paper that the entire continent would blow up!!!
