Players Rivals page

Do these kids get to create an account or something?
I notice most profiles have pictures and stats while others have just a name..
Who does all the work necessary to create the page and put the offer lists and visits up?

You show up to a Rivals event they take your picture, get your info, time you, weigh you etc. Or you can self report it, usually via a coach or something.

I believe the listed offers come directly from the players mouth. I know that a few times a player will say he's got an offer from a college, but he really doesn't. The Rivals writer for that team can then go into the account and take the check mark off the page. And vice versa....

Correct. Any writer from any site can edit that stuff. At least the site owner's can. There's no way to verify the legitimacy because it's in your school's best interest to throw as many offers on there as possible.
Robby Green is case in point.
