It depends - from state to state and from association to association.
I can only speak for our association but generally speaking for the first couple of rounds if a crew has worked together for most of the season they will likely work together for the first and possibly the second round, beyond that crews typically start to get split up.

I'm sure every state has their own system. I believe I read where some LA chapters don't work as crews, but Zip is the LA expert so he'll know for sure.
