well i would think that serving someone a drink while they are inside their car promotes drinking and driving more but you are right. its not that much different than someone getting their drink and walking back to their car and driving away.

if anything it might be less actual liability because the drunks leave the premises and are less likely to injure themselves while stumbling around.
