With 4 minutes left MSU is not setting up a block, they are setting up a return and hoping for a short field with plenty of time for a TD.
Right. And they got their short field and drove down to the 1 inch line. If we take a safety, they get the ball at the 30 and have a long field to score a TD.
It all worked out and it wasn't a "bad call" to not take the safety, but I think it may have been a good idea to force MSU to a 70 yard TD. And again, what was the real downside to taking a safety at 4:00?

Someone already said it. If they go ahead, it is 33-30 and a FG ties it, as oppossed to winning it if it is 31-30. Twenty yards doesn't = 2 points with 4 minutes left in the game and no punt block on. It does with less than a minute though and a punt rush on.
