This is against the law in La. to hang anything on a noose especially in this manor or on State property. It is considered racist to do this. Maybe the powers that be at ULL look into this, it is this type of crap that comes from the people that call ULL a place of higher learning. This as low as you can get, oh yea I forgot this is ULL that had to add another lower and that's ULL lower!
