A rookie salary cap is desperately needed.
As for the farm system, I don't know if it would succeed because of the NCAA. People follow NFL and NCAA Football and that's about it. The AFL isn't doing that well and not that many people watch the CFL. NFL Europe didn't succeed.
What would be interesting is what would happen when Bryce Brown, M. Clarret, Willie Williams, etc. would skip college to go strait to the NFL developmental league...

there is one but it works differently from nba. teams are allowed to spend a certain amount on total rookies salaries. they can give the big amount to the 1st round pick, but you have to give less to the other rookies to make the rookie cap.
