The stats are pretty damn close for scoring at least one run regardless...and that's if you truly trust the stats collected and the Matrix used. I dont necessarily trust how the stats are used to form this so-called "perfect" matrix.
For me it's fairly simple. If it's the right situation...for instance you're facing a really tough pitcher who you've had very little success against and the games really close...and you finally get a guy on 1st....well...YOU WANT TO PUT THE DAMN BALL IN PLAY WHILE ADVANCING THE RUNNER. Hell...you may even get a hit or an errant throw out of the deal...BUT AT LEAST PUT THE DAMN BALL IN PLAY.
This desire for some people to take the "baseball" out of baseball and try to come up with a formula for how you should ALWAYS do the same thing with a man on first and no outs is folly...and silly. The stats just dont take into account enough factors...."baseball" factors.

it does have to do with strategy
look how specialized the bullpen has become.
It's very important. Look how many games are decided by a bullpen these days compared to 25 years ago.

Those stats don't take into account the competence of a baseball team.
I'd rather have a runner on 3rd with 1 out, than a runner on 2nd with no outs.. any day of the week
