Thoughts on DFAW or VOO

I haven't seen DFAW mentioned as much as VOO, do yall have any insight or opinion which is best for long term investment?

DFAW is the complete opposite of VOO, quick Google shows they have like zero overlap.
VOO matches the S&P500 and is low cost, it is the prime example low cost index investing.
DFAW is an actively managed fund that focuses on small caps across the world. It has almost 8x the fees as VOO.
With very little overlap it's hard to say which would out perform. But historically VOO would be the choice for basically everyone
