Is there a minimum number of shots for par on a golf course of 18 holes?

Are you asking what is the minimum 18 hole par for something to be considered a full golf course?

USGA has a minimum course length requirement of 1,500 yards but nothing about minimum par, so that would mean the minimum 18 hole par would be 54.
