How do you call for resignation of a pastor of a church you’re not a member of?

That’s not how it works. The pastor was called by the congregation, not random atheists holding signs.

If the congregation wants him to resign or be removed, I’m sure there is a way to do it. In a Presbyterian church government, there would have to be a charge of sin worthy of deposition filed by the congregation or relevant church court to forcibly remove him.
