Demond Williams had signed with Arizona and was enrolled there and Fisch poached him away

Yes, it was legal but he might want to get off his high horse. That did damage to Arizona with a player that was already enrolled.
From January, 2024 article:
"Quarterback Demond Williams Jr. is following Jedd Fisch from Arizona to Washington, the recruit announced Sunday.
Williams, who is ranked No. 227 overall in the 2024 ESPN 300 and is the second-best player out of Arizona in the class, made his decision just over a month after signing his letter of intent. A 30-day window kicked in for Arizona players after Fisch headed to Washington on Jan. 14."
