Could someone explain how paying the players actually works?

Looking for a detailed explanation. A few questions below:
My understanding is the $30M number that is usually floated is a blend between rev share and NIL, with rev share portion being “capped” and NIL theoretically unlimited. Is this correct?
When schools are announcing the signing of a returning player with an official post, I assume that part is strictly rev share. Is that correct?
What are the NIL rules? Are there loopholes or ways to circumvent NIL restrictions?
I’m most curious in learning what real restrictions there are to pay the players, if any. If we get on a hot streak in the portal, and let’s say a few more big name guys want in and we’re already at our $30M budget, could it be as simple as making a phone call to the right person pulling the purse strings to get a bigger check? (Presumably NIL based additional funds in this scenario of exceeding the “cap”).

I’m pretty sure they set them up with a direct deposit each month but it could once a week or once every two weeks they receive payment

The revenue share is the amount the school can pay the players directly. But the total number is not just for football. It’s all sports. NIL hasn’t changed insofar as wealthy boosters/donors can still pay the players whatever they want. The one caveat is those deals, purportedly, have to go through a NCAA “clearinghouse” to make sure they are legit “NIL” deals…not just no-show pay for play deals. However, I suspect the donors will figure out a way to easily work around it.
In short, I don’t think much changes other than it could lessen a little bit of the expenses to the donors for the “bottom” of the rosters. The elite players will still be the center of NIL bidding wars
