Why would Gunn say no to a Creggor DC movie? Creggor already has a working relationship with WB.

It's more about Paramount already planning things on their own. Gunn has repeatedly said he won't greenlit films without a finished script, so this is doing things without his input.
I think keeping Gunn would be smart, but there's always major changes with these mergers.

This is packaging old news into something new.
Cregger has said he wrote a spec about the henchmen in Gotham.
This in no way indicates Paramount is looking to oust Gunn and put in Cregger.
