I apologize if this is a dumb question,
But can Kentucky bluegrass successfully be grown in Louisiana and survive the summer heat?

No. Even the Texas hybrid variety doesn't work.
I asked the same question last year.
Puff is near coastal SC and has been trying the hybrid. It's called SPF 30.
From what I can tell, it's the humidity that hurts it more than the high temps (which is why it mostly works in Texas).
You could have a nice lawn from October through May, but I'd probably just use a high quality perennial rye instead. It grows quicker and is less disease prone.
It's a 'cool season' grass for a reason. Bermuda loves it here.

But it does look great when it works...
