It's using a video of the Russians executing a POW in an attempt to be humorous.
The source of this video is a video that shows the execution of the Ukrainian POW, which is cut just as that becomes apparent. If you go to X and search for POW Execute, the source video shows up. I don't want to provide a direct link, but I will if you say it's okay.
