No hot water

Freeze miser on outdoor tankless water heater and it’s dripping like it’s supposed to. All pipes are wrapped.
Cold water works fine

Put a hair dryer on pipe under unit, its frozen at that point or just entering siding, takes about 15 minutes also leave faucet open so it can flow
