Visiting in-laws in Texarkana and see this on the sidewalk while taking dogs out for a wizz

Probably 8-10” long, held it’s head up like a snake as it moved

Not any kind of worm that I’ve seen during a rain or not.
Asking the OB snek people for identification.

Muchos grazzy-azz in advance.
