If you're a two seed and you win the regional, and you're paired with another bracket that has a 2,3, or 4 seed winner, wouldn't you be in a better position of hosting a super?
Also, if two like seeded teams, not including 1's, win regionals, how is the super location determined? Is there some overall ranking?
