The way I interpret the text of the OP is, it will happen when/if they lose too many students over the course of time. There’s no guarantee they will lower tuition and fees, but if this bill gives them the ability to lower them ( where they apparently couldn’t before), I don’t see the problem.
When cars don’t sell from the lot, they put them on sale. When no one applies to college because the cost is too high, they should be able to have a “sale” also.
