WTF does this mean? How do you attempt to give instructions? Either you gave them or you didn't. Or you gave them so haphazardly or confusing that the person you're trying to instruct doesn't understand them. Maybe that's an "attempt?" That police report is so poorly written that it offers tons of insight into the type of person Scheffler was dealing with that morning.
