Untrue.

And in no event can the State terminate the contract without compensating the CMAR for work already performed, materials ordered, etc. I'm not sure if you are familiar with Archer Western, but they aren't going to just throw up their hands and take a haircut either.

Sure, the State can walk away if the project is tied up in litigation, etc., but they cannot do it for free. That is not even getting into the hundreds of millions already spent. That money isn't coming back.
