Not just that, but they exercised that access in a way calculated to try and avoid detection by the US government.
To be clear a contractor for a federal election made remote access to voting infrastructure and did so by selecting a method calculated to avoid detection by the Government that was conducting the election.

Lest we forget - these foreign-based employees were ACCESSING THE MACHINES FROM OUTSIDE OF THE UNITED STATES.
Fang Li wasn't commuting to Ohio from Belgrade every day to work on these things.
