Detroits pick will almost assuredly be top 3.
Also with a 36 million TPE there’s a multitude of players you can take back, especially from teams over the tax that want to shed salary (one name that comes to mind is Miami)
Say Miami says screw it and decides to blow it up, a 36 million TPE is enough to take in Bam. That would be VERY tempting to them to get a shitload of picks and the tax relief.
You could also combine it to take back multiple players. For instance if Atlanta wants picks (wouldn’t happen but just using for an example) Okongwu and Deandre Hunter would both fit into the TPE.
If it were a small one then yes it wouldn’t be that valuable, but 36 million can do alot in this league.
Hell another example would be if Cleveland loses Mitchell and decides to do a soft reset, we can take back Allen and Strus into the TPE just to give them the salary relief. Probably wouldn’t cost more than a single 1st in that scenario.

Detroit is not guaranteed to draft top 3. They should, but could fall to 5.
