Population and population distribution changes. The districts have to be adjusted periodically to reflect that.
The real question is why the House is still restricted to 435 members. It’s an absurdly low number compared to similar democratic nations and the number has been static for 100+ years despite the population increasing massively in that time. 765k to 1 representative is an awful ratio
