So district 2 would have gone from being 58% black (per Wiki) to 51%. That's not much of a margin if the goal is to elect a minority representative, especially since white people tend to vote at a higher rate than minorities.

Problem is that geography in this state means there are few concentrated areas of black voters in the numbers required for a district.


Having an 80% black NOLA if it had 1 million people in the population would mean that one district could be centered on Orleans Parish but the other would have to be cobbled together from other areas.

That was the exact situation that failed in 1994 when Cleo Fields’ “Zorro” district got thrown out.

The white population in Orleans Parish isn't going to vote red.

They might cause a white Democrat to take the seat. But that's the real reason anyway. You didn't see the challenges to the map when Chris John and Charlie Melancon were in the House.
