Not if he followed everything the court laid out. Doesn’t sound like this is the case. If he didn’t show up for court and has a bench warrant and a suspended license it will cost every bit of 15K in attorney fees to get his license back plus all court fees that have accrued over the years.
If he completed his probation all he should have to do is apply with the DNV to get reinstated. Odds are he won’t be able to afford car insurance. If they find out he has been driving without for 6 years that’s going to be no bueno.
