Dude, this case originated in Oregon and no state bends over backwards to accommodate the homeless like Oregon. The problem is that 98% of these people WANT to live like this - on the streets, in drug infested make-shift hovels surrounded by lunatics.
When I was growing up we had a dog. The dog could stay in the nice air conditioned house, sit on the couch and eat top shelf dog food. But the dog always wanted to go outside so she could roll around on some dead bird or squirrel, eat shite and basically get filthy. Because some dogs just don't like domesticated living.
I mention this because some humans are the same way. They're basically feral and they don't want to live in an orderly society.
