I guess I was just going by the story linked which stated there were no shelters available for these homeless.

Which is probably true.
Now, ask yourself the question, "why are there no shelters available?"
If you seek the answer to that question and be honest in your discovery - I think you will find that there ARE shelters, but they are being used for other purposes.
